Countering corruption in education - SearchInform

Corruption remains a burning problem of our country from year to year, affecting practically all aspects of public life, including the education sector. Despite the measures taken to combat corruption, the task of eradicating it is intractable.

The concept and causes of corruption

A fairly clear definition of corruption is given in Article 1 of Federal Law No. 273, which regulates issues related to the organizational side of its prevention, methods of combating and minimizing (eliminating) the consequences.

The components of corruption as an act requiring an appropriate response, suppression, bringing the perpetrators to justice in accordance with the established procedure are:

  • abuse of official position and official powers with mercenary motives;
  • receiving (or extorting) a bribe;
  • illegal provision of services for personal gain.

Bribery of teachers and heads of educational institutions ultimately affects the quality of knowledge and competence of graduates, nullifies the ongoing reforms. Trust in specialists who have received diplomas from Russian universities is also declining at the international level.

To effectively combat corruption, you need to understand its causes. As the statistical data of research carried out in this area show, socio-economic and financial problems of educators are the reason for abuse of their position.

In the education system, corruption is observed at the grassroots and high levels. In the first case, this is explained by the relatively low salary, which leads teachers to search for not always legal income, for example, taking bribes under the guise of paying for extra classes with students. For a separate fee, grades can be overestimated, which affects the objectivity of the actual knowledge of the student or student.

Despite the introduction of the Federal Law "On Education", the use of modern technologies, corruption at the grassroots level is observed:

  • in the process of passing the exam;
  • upon admission to higher and specialized educational institutions;
  • when passing intermediate and final exams.

At the highest level, corruption in the educational system is explained by insufficient state funding of educational institutions, which is why their leaders have to replenish the budget through fees from the parents of pupils and students.

Anti-corruption methods

In order to overcome bribery, bribery of employees of educational institutions, it is necessary to intervene on the part of state authorities. Eradicating the causes and conditions that give rise to corruption is the key to effectively combating violations of legal and ethical standards of official conduct.

To implement the set goals of eliminating corruption offenses, not only organizational and legal measures of a general nature are taken, but also taking into account the specifics of the education sector.

Currently, at the legislative level, the powers of the federal authorities are delimited:

  • developing a unified policy for the provision of educational services, general requirements;
  • exercising control over the observance of legislation, other legal acts, the quality of graduate training, oversight activities of licensing and state accreditation of higher educational institutions, scientific organizations.

An effective mechanism to reduce the level of corruption is to bring officials and employees of educational institutions to justice.

A large role in the prevention of corruption is assigned to public control and the right of parents to get acquainted with the documents regulating the activities of an educational institution, to defend and protect the interests of children.

In order to improve anti-corruption security, resolve conflicts of interest, the legal status of teaching staff has been determined, and educational organizations have been given the right to develop and take into effect legal acts of internal use.

Management of the educational system is built on the interaction of federal executive authorities with regional ones.

In order to avoid overestimating the certification results of students by teachers for a separate fee, an independent assessment of the quality of training of students is carried out, monitoring of the learning process. Conclusions on the identified shortcomings and violations are sent in the order of subordination to the governing bodies of educational institutions. Based on the results of an independent assessment, a concept for improving educational activities is developed, the activities of heads of educational institutions and methods of combating corruption are assessed.
